You may have noticed some highways work has been going on at the entrance to this site.
The developers are "implementing" their planning permission for 350 flats and houses on the site. However, they are not expected to do any actual building work. By doing the highways work they can claim that they have started the development so that they will not need to renew their planning permission that expires at the end of this month (September).
They had put in an application to renew their permission earlier this year, but could not come to an agreement on Section 106 contributions (see below). They then withdrew that and then put in a second renewal application. However, they appear to have decided to implement their permission instead.
"Section 106" contributions are payments to the local council to mitigate the effect of a development. Typically they are for improvements to highways and schools. In this case, the developers will have to pay about £1.9M towards extending Theale Primary School and several hundred thousand to Theale Green School. Having "implemented" their planning application, the developers will have to start paying some of these contributions within six months.
